They hire utilization review plans or independent medical review systems to do it. Neither utilization review as currently done or the independent medical review system that'll start on 1 jan 13 require doctors to be licensed in California. These doctors are not subject to California's medical board. They're responsible only to their employers. That's why some pundits call them "carpet-bagger docs." <br /><br />Neither system enjoys public trust whereas both systems are practically beloved by employers and insurance companies. The state medical board has repeatedly said that what these non-California licensed doctors are doing is actually the practice of medicine. Governors Schwarzenegger and Brown disagreed and vetoed legislation to require the carpet-baggers to be licensed in this state.
